Rather, I think Team 4 should have dual-captains because both Minarun and Haruu have their captains quality and they sort of complement each other’s lacks; though if I am to pick, Haruu does have this slightly more capabilities as a captain than Minarun does.

But who I am to say when my Team 4 oshi is Haruu? LOL
